On December 24, Southern California Edison confirmed that a utility power failure caused a power interruption and triggered an unscheduled flare event at the World Energy refinery. A flare is a safety device that allows excess gases that cannot be used in the operation of the facility to be safely burned, protecting the community, refinery workers, and the equipment.
