On December 5, 2025, the South Coast Air Quality Management District (SCAQMD) Governing Board adopted amendments to Rule 1469 regarding hexavalent chromium emissions from chrome plating and anodizing business operations.
Hexavalent chromium is a known human carcinogen that can cause cancer and other health effects over an extended period of time. Decorative chrome plating brings an aesthetic shine to an object such as an automotive part or bathroom fixture. Functional chrome plating adds a protective layer or a functional property to an airplane part and other objects.
In 2023, the California Air Resources Board (CARB) agency approved the phasing out of hexavalent chromium decorative plating no later than January 1, 2030 and the phase out of hexavalent chromium functional plating by January 1, 2039. CARB’s regulations also prohibit new hexavalent chromium plating facilities and lower the emission limit for functional chrome plating facilities as verified by a source test every two years beginning in 2026.
In Paramount, Rule 1469 is applicable to one business, Anaplex Corporation, which is a metal finishing business that has been in operation since 1962. Another business impacted by Rule 1469, Lubeco Inc., is located in North Long Beach a short distance from Paramount.
The revised Rule 1469 brings regulations from the local air district in line with State rules and will ensure cleaner air for the Paramount community.
Paramount Vice Mayor Brenda Olmos, who also serves as a SCAQMD Governing Board Member, expressed the City’s support of the rule at the December 5th Board meeting.
