Bellflower-Paramount Active Transportation Plan

The Active Transportation Plan (ATP) was developed to provide both City of Paramount and the City of Bellflower with planning guidance to increase safety for all roadway users and make transportation safe and enjoyable. Additionally, the plan promotes active transportation to increase bicycling and walking to reduce vehicle miles traveled (VMT) and greenhouse gas (GHG) emissions. The ATP was created with input from the community and City staff as a tool to facilitate future grant efforts and pub­lic-private partnerships.

The ATP supports a number of measures in the Paramount Climate Action Plan, including Measure TR2 (Improve Pedestrian and Bicycle Infrastructure), Measure TR3 (Expand Public Transit Options and “First Mile/Last Mile” Connectivity), and Measure TR6 (Support Transportation Demand Management – TDM).

Bellflower-Paramount Bicycle Master Plan

The West Santa Ana Branch Bikeway Trail has been under development for several years. What began as an idea to increase recreational opportunities within the City, soon became a collaborative effort in the region to expand the network of trails. In 2015 the City worked jointly with the City of Bellflower, and the Southern California Association of Governments to develop the Bellflower-Paramount Bike & Trail Master Plan. The Plan identified suitable areas within the Cities that could accommodate new segments of trails that would allow vital connections to other nearby trails. With the Los Angeles River Bicycle Path and the San Gabriel River Trail located closely within each City it became an advantageous initiative to both cities to increase the regional network of trails as well as bring transportation and recreational options to the community.

Through the work achieved during the Bellflower-Paramount Bike & Trail Master Plan, and subsequent meetings the West Santa Ana Branch Bikeway Trail was initiated. The idea was to construct a trail that connected both the Los Angeles River Bicycle Path and the San Gabriel River Trail together and added additional transportation and recreational options for the community. Both cities have worked diligently to bring this project to fruition, the City of Bellflower completed their section of the trail the Bellflower Bike Trail which runs for more than 2 miles on the right-of-way of the old Pacific Electric transit system—also known as the Red Cars—across Bellflower in 2009. The City of Paramount began to identify funding that would complete the design and construction of their portion of the trail. The West Santa Ana Branch Bikeway Trail has been slowly developed and constructed as funding became available, planned to be implemented in a 4-phase project.

Paramount in Motion consists of transit program partnerships between the City and various transit agencies to improve local and regional mobility for Paramount residents. Southeast Gateway Line

The Southeast Gateway Line is a new light rail transit (LRT) line that will connect southeast LA County to downtown Los Angeles. This project will connect Artesia, Cerritos, Bellflower, Paramount, Downey, South Gate, Cudahy, Bell, Huntington Park, Vernon, unincorporated Florence-Firestone and downtown Los Angeles. Connecting this area to Metro’s rail network will provide alternatives to driving and create more access to opportunity.
